A standalone vote on the E15 measure is now expected, delaying the timeline for sending the broader farm bill to the Senate.
In the Senate, John Boozman, who leads the Agriculture Committee, has suggested that revisions may be needed to secure enough bipartisan support.
He has indicated a goal of moving the legislation forward relatively quickly, though no formal timeline has been announced.
Past negotiations on farm policy have often been slowed by disagreements over climate-related programs and funding for nutrition assistance.
Recent budget proposals have also added complexity, with debates over spending levels for both agricultural and food aid programs.
Separately, House leaders are working on legislation to fund parts of the Department of Homeland Security, excluding certain immigration enforcement operations.
That effort is aimed at addressing a prolonged funding gap affecting the department.
Mike Johnson has been in discussions with members of his party about how to proceed, as some lawmakers prefer to address immigration-related funding in a separate measure.
The Senate previously passed a partial funding bill for the department, but it has not yet been sent to Donald Trump for approval.
