NEW: Marsha Blackburn Proposes 9-0 Congressional Map For Tennessee

Marsha Blackburn has called on Tennessee lawmakers to consider reconvening to review and potentially redraw the state’s congressional district map. Her proposal comes shortly after a significant decision by the Supreme Court of the United States addressing how race can be used in the redistricting process.

Tennessee currently has nine congressional districts. Republicans hold eight of those seats, while Steve Cohen, a Democrat, represents the 9th District, which includes Memphis and much of Shelby County.

The existing district boundaries were established following the 2020 census and approved in 2022 by the state’s Republican-led legislature. That map drew national attention for dividing the city of Nashville among three districts, a move that shifted political dynamics in the region and contributed to Republican gains.

In a recent post on social media, Blackburn encouraged lawmakers to revisit the current map, suggesting that adjustments could be made to further reflect the state’s political landscape. She shared a proposed map in which all nine districts would lean Republican and stated that she would support efforts to pursue such changes.

Her comments also align with her broader political goals, as she has previously announced a campaign for governor and has emphasized maintaining Tennessee’s current political direction.

The renewed discussion around redistricting follows a recent Supreme Court ruling involving Louisiana’s congressional map. The case, Louisiana v. Callais, examined whether race was used appropriately in drawing district boundaries under the Voting Rights Act of 1965.

In that decision, the Court found that while the Voting Rights Act remains in effect, the use of race in redistricting must meet strict constitutional standards. Specifically, the ruling emphasized that race cannot be the primary factor in drawing districts unless it is clearly necessary to comply with federal law.

The Court determined that Louisiana’s map did not meet that standard, concluding that the use of race in that instance violated the Equal Protection Clause of the Fourteenth Amendment to the United States Constitution.

Legal analysts say the ruling may influence how states approach redistricting going forward, particularly in cases where race has been a central consideration. While the decision does not eliminate protections under the Voting Rights Act, it places tighter limits on how those protections can be applied in drawing district lines.

In Tennessee, any effort to redraw congressional districts would require action by the state legislature. Such a move could prompt debate among lawmakers, as well as potential legal challenges, depending on how new boundaries are proposed.

Supporters of revisiting the map argue that states should have flexibility to adjust districts based on updated legal guidance and population changes. Critics, however, often raise concerns about fairness and representation, particularly when changes could significantly alter the political balance.

For now, Blackburn’s proposal has added momentum to an ongoing national conversation about redistricting, voting rights, and the balance between legal requirements and political considerations.

Whether Tennessee lawmakers take action remains to be seen, but the issue is likely to remain part of broader discussions as states evaluate the impact of recent court decisions on their electoral maps.
