One major component of the proposal includes reopening the Strait of Hormuz, a critical global shipping route used for transporting oil and other energy supplies.
Officials familiar with the discussions said the agreement would move forward in phases. The first stage would focus on formally ending active hostilities and restoring maritime access through the Strait of Hormuz.
