Two Romanian brothers living in the United States illegally have pleaded guilty to their roles in this brazen scam.

Marian Ovidiu Dumitru, 37, and Catalin Dumitru, 39, admitted to wire fraud in federal court in Charlotte, North Carolina.

The scheme was sophisticated and heartless. The brothers and their identity theft ring used skimming devices at ATMs and fuel pumps to steal electronic benefit transfer card information from SNAP recipients in New Jersey, Massachusetts, and other states.

They then created counterfeit cards to make thousands of dollars in fraudulent purchases — including large hauls of coffee, candy, energy drinks, and baby formula at warehouse clubs.

Court records show the pair spent over $15,600 in Gastonia and more than $19,000 in Pineville using stolen SNAP benefits. The stolen goods were resold for profit.

This fraud didn’t just cost taxpayers — it directly harmed vulnerable American families who depend on these benefits for food.

President Trump’s Justice Department is sending a clear message: fraud against public assistance programs will not be tolerated.

Assistant Attorney General Colin M. McDonald stated the department “will not tolerate anyone who steals from public benefits programs designed to support Americans in need.”

U.S. Attorney Russ Ferguson emphasized that the defendants “preyed on some of our most vulnerable citizens.”

The case is part of the new National Fraud Enforcement Division, created under the Trump administration to aggressively combat fraud in federal benefit programs.

This is exactly what Americans voted for — a government that protects taxpayer money and ensures assistance goes to those who truly need it.

The brothers each face up to 20 years in federal prison.
